    Senator Palumbo moved to amend the bill on page two, section nineteen, line fourteen, after the word “system.” by adding following: The provisions of this subsection (a) apply only to deeds, contracts, security instruments, or other instruments affecting the transfer or sale of any interest in real property, or to any governing document of a housing development or association, recorded or executed after the effective date of this section.
